2005 90 HP Optimax...Fuel system question about hose routing....yes or no will do.

I have 2 nipples on the bottem of my fuel pumping system. One is the FUEL WATER DRAIN FITTING, and the other is called the VAPOR SEPERATOR TANK DRAIN FITTING.

Are these two fittings supposed to be connected to each other via a short piece of hose ?????
