2005 115 4 stroke - won't crank, neutral start issue?

Re-powering our 87 trophy. Had this 115 down to the pistons. All back together and purring on the stand. Put it on the boat, connected the control cables and noticed the shift cable was off a bit and would not go into forward. Pulled off the lower spun my shifter rod a bit and put it back together. It kind of clunked into forward first try, and is rather tight thereafter. Smooth as butter going into reverse.

I tried to bump the starter with the key - nothing. Fuel pump kicks in.

Hooked up the remote cable I was using on the stand - still nothing.

Think I am backwards on my neutral start someplace, but I can't find it in the motor ir in the manual.

Anybody have any recommendations? Thanks

Okay - my shift control box does not have a neutral switch in it. I shorted the lead on the harness, now I am in business. I'm thinking the neutral safety mounted in the motor should be sufficient to prevent starting the motor in gear. Is that correct?
