2004 Yamaha 150 oil leaking

My 2004 Yamaha 150 2 stroke engine leaks oil from the interior reservoir when in the full tilt up position. Is there a seal that needs to be changed on the cap to the reservoir?

i used a zip tie around the base where cap meets reservoir
