2004 volvo penta won't go in gear

I have a 2004 Chaparral sport boat with a 4.3 volvo penta I/O and I cannot shift into gear. The shifter will not move unless I push the button which keeps the motor in neutral. Any ideas?

Control box, disconnect cables from drive and retest
manually shift control cable for drive.
frozen outdrive
Is this a new purchase?,did it ever work?,was any work performed prior?
maintanence performed?

It worked fine before, I changed the oil and filter and put a new prop on and now wont shift. It should not have anything to do with that.
