I have a 2004 Mercury 50HP two stroke outboard, serial #OT825546, that had been sitting for two years prior to purchase on a 2003 Nitro 640lx. Took it out the first time and it ran great. The second time, it ran good for ten minutes and would not go over 3000rpm. Shop said it was a rotted fuel supply line that clogged the fuel filter and damaged the fuel line fittings. Replaced the fuel line, filter, fittings, and bulb. The second time, it did the same thing after ten minutes. Second trip to the shop had the carbs rebuilt and cleaned. Now it runs amazing in full throttle but dies in neutral and runs horrible with very low throttle likes its not getting enough fuel at neutral and slow speeds. Also when started, I have to immediately put it into gear to keep it from stalling. Could it be the fuel pump, bad carbs still, or idle set to low and could I do any of these things myself. Side note, it shows to be running at about 800rpm at idle which is the manufacturer's recommended idle.

Most likely a lean idle mixture. Possibly weak accelerator pumps also.

Don't mess with it, the shop should finish their job.

Does the shop have a test tank? It takes a very experienced hand to adjust idle mixtures on the garden hose. The motor has much more exhaust back-pressure once in the water which changes idle mixture requirements.

Yeah the shop has a test tank and try said that they ran it to the max of 4000rpm and fixed the power problem. Also another note, prior to having the carbs cleaned, the motor actually ran very well at neutral. The only problem was the rpm problem maxing at 3000 when trying to go full load.

Definatley sounds like just a low idle mixture/set problem ... I have fiddled with mine for a few weeks rebuilt carbs fuel pumps etc... i would say call the shop n tell them it idled fine before and they need to meet you on the lake to adjust it properly..
