I have a new 2004(4 month old) Mercury 115 optimax on a 2004 19' princecraft LE deck boat. So far, it has failed to start twice. Both times it will continually attempt to turn over, but not start. I've had it back to two merc authorized dealers, and no one can find anything wrong with it. First dealer (where I bought the boat from) showed me how to "cheat" the check balls of the primer bulb by squeezing hoses before/after bulb. Both times, radio works, so I don't think its electrical. Both times have been right off the trailer into the water, not in the middle of using it. then trailer it to the dealer, and they find no problem. Very frustrating.
