This will not answer your question but still may help. I have a 2008 f-20, from new it was a pain to cold start. 10-15 pulls. I have a service man. for this model but they do not tell you what to set the idle screw at. What I did is I set it to 3 turns out. started engine and let it run for ten minutes. Then I started to move the screw out more very slowley. I noticed that at 4 turns the engine picked up a bit of rpm and started to run nice and smoth. The next day went back to the engine and with 2 pulls it started and ran very nice. I have left it at that ever since.
