2003 f40 carburator four stroke.

Hi,

Old fishing friend of mine got this Yamaha 4 stroke tiller from his neighbor. Long story short it sat outside for three years. Compression is 175 or so and the only thing I could really find wrong was 2 of the 3 carbs were locked up. Got them off and eventually got them working. Ordered new parts and while waiting for the parts I ruined one of the little rubber boots or caps that go over the carburator pump plunger rod. It appeared that removal of the butterfly valves and main shaft was the only way I could change those out. Well I made it to here (see pictures) but can't get it out. It would appear like I need to remove this brass piece but it's stuck or I've made an error. Not much info online on these. I read one thread where possibly the plunger will come off the black plastic part but I am unsure how to do that. If that is true, I've pulled apart to much just to replace the caps. I'm hoping it is because I have two more to do.

So if anyone has played around with these carbs and has a explanation I sure would appreciate it.
