I have cleaned the carb many times. I have even tried a hotter plug - still fouling.

USing BR5HS NGK plugs per Yamaha manual.

Does anyone have any ideas?

Sounds like the fuel/air mix is far too rich.

Correct gas/oil ratio? Thermostat working correctly to allow motor to reach correct operating temperature? Gas/oil mixture new and fresh? Choke/mixture enrichening device working properly? Check your fuel pump for bad diaphragm causing very rich mixture. I'd recommend going back to the correct spark plugs and find/fix the problem. Good Luck!

I have never looked at a 2 hp motors pump but if it is like the bigger motor's pumps then yes inspect for holes or tears. Even just pin holes will add fuel to crankcase.
