2002 Tohatsu M70C Problem with overheating sensor or engine itself?

Hello friends. Sorry if my English is bad.

Today I take from engine overheat sensor, and meassure when sensor close and open.
1. it CLOSE at 125'C (257F)
2. and it OPEN 85'C (185F) (4x times I messured that and one time 100 'C)

In manual, I read it should be 110'C (open). How sensor works with other electronics? Is he giving a signal that machine ddnt cool down for certain period of time and the he activate "problem"?

Is that part, problem for my engine for 2 years? Sometimes engine works fine on (almost) full throttle, for 10min, sometimes it can only work for 2minutes. Then is activated a buzzer and throttle go to 3.000rpm. After switching off and turning on in 10sec, I can do that again, and same happenss (exp. when pulling one man on tire).

I already try new sparks (1mm).
I put a 1/2 smaller propeler, (13" instead of 13 1/2) didnt help either.
I checked thermostast and it start opening from 62'C. And when it is full open it is around 6mm opened.
Engine through out water fine trough last hose (drain hose) ...I guess. I am only to have that in my city

p.s. The boat and engine was on Mediterian sea, so I only can try, before putting in water to flush with vinegar colling system. I don't know how, but reading from this forum,
Can I put vinegar throu bottom hole of termostat, and "wait" in go to last hose (drain hose or how its called) , and then re-loop for 5 minutes?

Sensor sounds OK. You are probably overheating. I would test with an IR thermometer
