2002 Mercury 75HP amateur with a manual needs help please

75 ELPTO 3 cyl outboard Mercury, oil injected. My fiance and I bought this boat last fall. I had to have the aluminum welded upfront and the livewell pump replaced to stop the leaks. The boat ran fine and I winterized it. The spring gave me new challenges. I bought a Seloc manual and started going down the list as to why it wouldn't start/stalled out. Long story short I did everything from compression check to carb removal, then rebuild, then link and sync, and timing. I've done each a few times and have had buddies verbally point me in different directions when it doesn't work. I even took it to the dealer and they confirmed my issues but wanted a lot more than I had available to pay them to look further into it. I feel good about float height, idle mixture screw adjustment, and everything else I've done. My question now comes from watching a YouTube video and seeing mine operate in a different way. The throttle arm doesn't move the timing arm like in the video. Is this an issue, or is mine different? I have no idea where to find this information and am hoping someone can tell me if this has been my issue. Attached is my word doc of what I've done to date, what the mechanics did, pictures, and a video from YouTube that shows his throttle arm moving the timing arm. EXAMPLE AT 5:10
My idle timing adjustment screw was set for 2|0. I thought this was 2 below zero but was wrong it was 20. It has been corrected to the first dash before the 0. The arm is now moving like in the video.
