2002 mercury 60 bigfoot stalls or stutters on acceleration

I have a 2002 mercury bigfoot 60 hp efi. Serial number ot505062 model number 1-a60452zd. Motor starts and idles fine, when throttling up it wants to stall and stutter then catches itself and runs great at higher rpms. Changed fuel filter and plugs with no change. Basically in a docking situation I can't shift from forward or reverse without it stalling which is a problem. Looking for some help? Thanks in advance I hope!

Start running sea foam through it, your carb is gummed up.

This motor is fuel injected.

ok then the injectors are plugged.

Even though it idles fine and runs good at higher rpms?
