last year my steering cylinder on the engine froze and had to be hammered out, honed, lubed and replace the piston. This year, June 2008, it happened again. Anyone have a solution to this problem? I know that dirt and salt must be getting into the cylinder, but the seal looks good and I lubricate it periodically.

This is an industry wide problem and once it happens to you it will likley happen again soon because most people dont take the time to really clean that tilt tube out. You've already been through the beating this thing apart process so if it seems a little tighter this time ,or will not budge with a somewhat heavy BRASS hammer with a 3/8 bolt thru the eye of the steering ram[so you avoid mushrooming the end of the ram and hopefully save the cable],try a vice grip at the tie rod end of the ram before the eyelet where you see the peen marks to hold the eyelet in.Clamp the vise grip tight and see if you can turn the ram back and forth a liittle in that tube.Do'nt let the vise grip start slipping or you will be cleaning up those bite marks. If it breaks loose ,great, work it back and forth a little and it should drive out somewhat easily.If/when it comes out get yourself a 3/4 inch flexhone at the parts store ,put it in a drill and with plenty of lubricant, lots of rags,go to work on both ends of that tilt tube and when you think you are done,do it alot more!!Hope you got all that. You know where to find us if you need a lttle more.
