2001 Yamaha 70hp RPM and Buzzle problem

Hi every body!First i have to say sorry for my English,i`m Russian,but i wiil try hard....
Engine 70 hp 2001/oil injected
Here is my problem:
1.I start the motor(no problem),but on half way of the key i have buzz(motor cold,oil tank full)
2.So it starts,Have water out(peeng)good,i try full throttle slowly,motor run ok until 2000rpm,but want go over.
3.Then i decide check oil sensor coz ,motor was cool and oil in the tank.
4.I take out the sensor from tank(whith key on half way,buzz on),i did move the boble and buzz was gone in midle point,but still on in hight point and low point.
5.I fixed the boble in the midle point(scotch fix every thing=)...),buzz gone....put it back in the tank,start motor...
6.Start no problem,no buzz,but on Netral it go till 5000-6000rpm easy,but when i do Forvard Rpm come up till 2700-3000
and i fill the same cut on motor as whith buzz....

Please Help !!!

I think you have both a carb plugging problem and an oil system problem.

low oil level and/or the over temp alarm will cause reduced RPMs at 2000 and is reduced by retarding the timing.
You are loosing spark or the fuel on one or more cylinders causing the other problem while under load.

As always test compression, spark, and timing and then work on the fuel related problems

Uh forgot to say...
Befor i put my boat on water,i went at Yamaha service rt17 NJ(they chege all fuel lines,plugs,compression 115 even x 3,filters)
then send my boat to Russia,and there i find out all my problems...
well my question is: why sensor buzz when buble in hight point(sensor out)
why RPM`s cuting same way(but on 3000)(by sound and filling)as on safe mode(2000)not like not enoth fuel or missing spark,like some thing want let it go to hier rpm....
