2001 OX66 250 water pumps

I have a pair of these engines and one pumps water out the tell tale hole and the other not only pumps out the hole but also out the upper exhaust port while idling. Both idle at 6 rpm, is there something wrong?

Pressure relief valve needs to be cleaned on the motor that is pumping out the exhaust at idle... it's probably stuck open.
