Try the manual release valve or low on fluid but to check fluid you need to be in full up position. Check to see of the manual release valve is turned in "seated". If it is seated turn it CCW until is "seats" manually tilt the outboard to full up position to check fluid.

Im guessing its all the way down position. If it is all the way up,make sure lock is not on....dont laugh.
Do as post #2 said.Lock in up position, retighten manual valve, slowly undo fill screw, fill till full, close then tilt up and down 4/5 times to bleed system, then repeat filling till it wont take anymore fluid.Check for correct fluid...usually ATF,though sometimes oil.

Can anyone tell me where the location is to add oil to the trim on this engine?
