2001 Evinrude 30 HP 4 stroke E30EL4SI water into air filter

I have a 2001 Evinrude 30 HP 4 stroke Model No: E30EL4SI that has water getting into the air intake for the carbs through an approximately 1/2" inner diameter hose that comes off the back of the engine next to the cap for adding oil. I don't know if this is a vent hose from the valve assembly, but it pours a watery/oily mixture out when I disconnect it from the air intake to the carbs. The engine seems to run alright when I have it disconnected and begins to die if I do connect it to the air intake. When it was connected I saw the mixture coming out the air intake for the carbs. The oil dip stick shows high and seems to smell of gasoline but doesn't look milky like there's water in it. The engine seems to run fine when the hose is disconnected. Any Ideas???

Sounds like the crankcase is over filled. The mtr is either running to cold or you have a bad diaphram in the fuel pump.
