2001 40hp 2stroke Tohatsu outboard

Hello,

I have a 2001 Tohatsu 2 stroke 40hp.
I started getting water into the bottom cylinder and I decided the head gasket might need replaced. But after removing head I didn't see where the gasket was not bad. I did notice some water in the top 2 cylinders, but not as bad as the bottom cylinder. Can anyone give some ideas it might be, if it is not the head gasket.

Also can anyone tell me what the compression should be each cylinder?

The head gasket might have cracks you cannot see, replace it anyway, compression should be equal on all cylinders should be about 90 and more for it to be good ......
