2001 25 hp bigfoot tiller handle won't turn + no "peeing" = linked issue?

Hey guys,

I will go ahead and ask for forgiveness for my lack of correct terminology. Pictures will be my best friend!

I went to crank my motor the other morning and after finally getting it cranked noticed the tiller throttle would not turn. It seemed as though it was stuck. After examining I noticed the cables in the pictures with the "arrows" were stuck. The roller (above the outlined part) would go up to give the motor gas...but those cables had an extremely limited range of motion. Now we had experienced some VERY cold weather so my thinking was it was just "frozen". Finally, I decided to put the boat in the water to see if it'd help if it'd warm itself up by idling, going forward/reverse. That's when I noticed the motor was not peeing. To make sure there was not a blockage I blew through the hose and saw bubbles coming from the intake near the prop. So no blockage. I'm not sure if these two issues are related or not. Since that morning it has been above freezing and I still can not turn to tiller handle throttle and the cables still appear "stuck". Also, I had not ran the motor in 2-1/2+ months before this past weekend and I always run off all the gas.

Have you ever seen this or heard of this issue? I am really baffled and would like to try to salvage a few more duck hunts before the season is over! :)
