2001 225 Johnson Ocean pro, tilt works down but not up.

I switched the relays and still only works going down. This is with both switches, motor and throttle. The blue and green wires from the relays to the motor are both good. Now Im stumped. I don't what else to check. Obviously the motor runs but I cannot bet it to run in the direction to lift the motor. BTW, the manual valve us stuck and I cannot use it to lift the motor to make everything more accessible. Any ideas?

Take some jumper wires and run battery voltage directly to the tilt motor and see what happens.

Some of those engines have a tilt limit switch. I know my '98 Johnny 150HPV6 does. Maybe your switch is wonky?

Trace the blue/white wire from the relay to the tilting pivot point. The tilt limit switch should be there.

Tilt limit switch , has a plastic plunger that may be stuck or is "wonky" as has been posted.

A bad tilt limit switch and you would not hear the motor run I dont think.

K, with better grammar...If the tilt limit switch was bad you would not hear the motor spin. This assumes you are hearing the motor spin upon pressing the up button.

I think you need to take care of the manual valve first.
