2001 200 hp xr6 Voltage regulator issue

Recently purchasd 2001 896 Nitro w/ 200 hp XR6
Took to lake and started right up and idles fine.
But in gear under load will not get past 1200 rpms.
In neutral rpms get up high no problem.
Thought it was fuel issue and still might be.
I noticed that one of the red wires ( #18) coming
from my upper voltage regulator that looks like it should
connect to lower regulator is capped off. Not factory capped!!!
I was reading in my manual that voltage under 10.5 or over 16.5
get effect motor to idle speed only?
Has anyone had any such issues or clues?

That is the sense wire for regulator....It could cause a running issue at WOT but not low end.

Do you see any reasons why they would have disconnected that wire, such as for test?
Any reason I cant plug back in?

If its bad it will drain battery......
