There is a hose that comes out of the lower unit by the shift rod that comes straight up and goes over the tilt tube and ends in front of the engine. This is a factory hose and it is capped off at the end in front of the engine. Mine is cut in half after it looks like it go pinched. What is this hose? Is it safe to run this motor in the water with this hole in the hose? What purpose does it serve? Any help is appreciated

Would it be safe to run in the river like this? Will it cause any damage? Thanks for the reply.
