2000 Volvo 5.0 with SX drive/ trim trouble

Got a friend who bought a boat from a big dealer. Took the boat in for 100hr maintenance because his lower end only goes down and not up. For some reason at the dealer they snipped his wiring harness after they told him he needed a new starter(wich works fine) to fix his problem. This sounded fishy to him. He was angry about the harness needless to say but he bought a brand new one. Now everytime he hooks everything up, the relays sizzle and spark when he plugs them in and eventually trips the breaker. He needs a second opinion and I don't know much about trim/tilt systems. What should he do next. What kind of voltmeter checks can we do to narrow down where the problem is. I would guess it is the UP relay, but its hard to say now because he can't get them plugged back in.

Is the relay you are refering to mounted on the trim motor bracket? If so what color are the wires that connect to the problem relay? The relay with the blue wire is the up relay and the relay with the green wire is the down relay.

What harness was cut and needing replaced? And how does the starter fit in with the trim?
The only think I could think of that would cause the solenoids to sizzle and pop the breaker is either a short in the trim harness on the pump or the wires somehow got in the wrong holes of the relay holder during troubleshooting.
Either way you are going to need a wiring diagram and trace out each wire.
Here is a wiring diagram, you will need to verify the location of each wire in the system and make sure it doesn't go to ground. Which is why it pops the breaker.
You will need to save the pictures below to your computer so you can view them without the scroll bars. I made them that big so they would be easier to read.
After you get them copied, let me know and I will delete them

The harness that was cut is the harness you have shown on the thread.. the two relay plugs is one end and the rest breaks off into blue white and green white into the motor, green, red/purple, and blue to the controls, the one that goes to the 10amp fuse and another to the 50amp breaker. The starter, to my knowledge has nothing to do with the trim/tilt system other than it shares the same breaker which I think is also shown in the pics on the thread. So you think the wires are some how crossed and not in the right place in the relay holders. Is it possible that bad relays(somehow both since we've tried both) are the cause of the sparking? To check this we should cut open the harness(carefully) and trace them all to the relay holders?

Reel Poor, the relays aren't mounted to anything now. don't know where they go off hand. I think they are mounted to something. Does this make a difference?

Can you tell us exactly what/where the wires were cut ? Also exactly what harness was replaced ? Was it the tilt/trim harness like in the diagram Don posted or something else ?

You should be able to check the wires with test light or a volt/ohm meter without cutting into the harness.
