2000 Merc 30HP Power Problems - HELP

I bought this 2000 Merc 30 HP in the spring. I took it into to an authorized Mercury mechanic shop because it would never go above 300 RPMS on the tachometer. It was cruizing my by estimate at about 8 miles an hour top speed on a 2000 130 Sport Whaler.<br />After they went through it ($550.00 bill) it still would only go 300 RPMS on the tach. I noticed no change at all.<br /><br />I took it back and they looked it over for a few days and told me that it now went fast.<br /><br />I picked it up, and for the first couple of days it went up to 4 RPMs on an on and off basis. Once in a while the motor seemed to really rev up wildly with no increase in power. Sometimes at 400 RPMS the speed started to increase (by itself) to 6 RPMS which I always slowed back to 400 RPMS. I would say out of ten tries, it made it to 400 RPMS maybe three times.<br /><br />Now it only goes to 3 RPMS. I can't get it over that. Does anyway have any idea what the problem could be?<br /><br />If I had some ideas, I will take it back, but at this point it is becomming pretty tiresome -- since they have no idea what it could be. The motor has its own oil tank for 2 stroke oil that is always kept full.<br /><br />Any help appreciated

I would check the fuel system for water first. Then the ing. system.
