2000 Honda 15 hp Ignition problem

My Honda 15 hp motor had no spark, I replaced the ignition coil, charging coil, pulser coil, regulator and cleaned the carb. Now it starts but rans very poorly with the choke on. I switched the spark plug wires and it made no difference at all it runs exactly the same I put the top wire on the bottom and the boattom on top and it runs the same. Both the old Ign coil and the New Ign coil test on my VOM the same showing 27.8 ohms on the 200K scale. Book says should be 8.01 to 9.79 ohms between the scondary windings??
