2000 F100TRLY no top end speed.

The motor starts up and idles fine however it lacks top end speed. With just me on the boat I can barely get it to plane. It used to jump out of the water no problem. There is no water/weight in the hull. I have cleaned the carbs. All jets are clear and the bowls are clean.

What am I missing here and what else can I check?
