2000 Evinrude Ficht 225, low fuel pressure?

I went to crank my 2000 evinrude ficht 225 and it started, hesitantly, which i figured to be because of the length of time it had been since last time i started the engine. I let it idle for a minute, and then decided to rev it up a little bit to clen some carbon out of it, and to make sure that it would stay running and it then died out..... i tried and tried to get it running again with no luck. I checked the relief valve on the fuel pressure line, and it just barely dribbled out, where it should spray out.
My fuel pump does kick on when I apply power to the engine, but the inline manual pump bulb doesnt seem to do anything to it when I squeeze it. There is fuel in the first fuel filter (there are two) but im not sure about the second one on the engine. Im at a loss, so any help would be appreciated-

This is really simple system to check , here is fuel flow in a nutshell so start at beginning:
Fuel in tank leaves tank via fuel barb(if aluminum its a anti siphon valve that needs to be removed and replaced with brass barb style) to primer bulb, fuel leaves bulb to fuel filter, fuel leaves filter via lift pump(mechanical fuel pump) and goes to reservoir and electric pump, fuel leaves pump to injectors and excess returned to reservoir. So if reservoir is empty(no fuel) it will dribble out. I have only replaced 3 or 4 of the electric pumps over the years as you dont see them go bad that much.
