I have an intermittent problem with the trim/tilt system not working. When it acts up the trim motor might make a split second grunt and the nothing, or no sound and does not work. Come back later and it works. When acting up, neither the cowling switch nor helm switch work. When acting up I don’t hear relays clicking. I’m thinking a bad connection rather than a bad relay or motor. Possibly power supply or ground. Any advice?
Also, I see the motor has brushes. A brush kit is $217. A new OEM motor is $248. It doesn’t make sense to me to change brushes, rather than change the motor if it comes to that.

Find the connecter and wires that go to the motor,---Separate the connecter. ---Use jumper wires.---Apply 12 volts + to green and - to blue.----Motor should go up.----Switch wires.----Motor should go down.-----Test operation a number of times.----Rest motor after 3/4 cycles.-----This will tell you if it is the motor or something else.

If it turns out to be the motor I would buy the OEM new one or a low cost used one....but I get them basically free when I buy a parts motor.

whatever the cause control relays should always respond to switches and CLICK !!! if they don't the motor will not be fed power hence stay dormant. (See A&B main power to motor on PDP)

2 relays (one at a time ) can receive switch power to alternate polarity on blue -green
Their common point is likely bad grounding... or temporarry loss of power on the PDP.
check/clean fuses and connections

find out why relays don't click

I beleive you have the infamous PDP ...just for trial while it fails hold a trim switch & tap the PDP in case the B+ feeding the PDP and... relays is causing a problem.
