2000 40elpt 4stroke dies under throttle

looking for some assistance with my 40 go 4 stroke. serial -0T017xxx. it starts great, idles really well( although has an occasional slight hiccup, barely noticeable), but when i go to advance the throttle, past about 25% or so, it wants to die completely. if i bring the throttle back it clears up and runs great again. i have tried squeezing the bulb while it is dying, with no change. I have gone through the carbs and they seem clean, fuel delivery is good. new spark plugs, no change. does anyone have the specs to test the stator and coils? or suggestions on what to test next? I’m pretty familiar with marine engines, so i’m kinda stumped for now. to me it still seems like a carb issue, but i’ve done a lot of carbs, and i don’t see anything wrong with them. thx.

thought i would add, after reading about the “limp mode”, it doesn’t seem to me that it is being limited, rather it wants to die completely, unless i pull back on the throttle. it does it in forward and reverse.
