2000 25hp 4-stroke fuel problem

I have a 2000 Merc 4-stroke 25 hp that I'm having problems with. When I put it in gear and throttle up the engine 'skips' like it's needing more fuel and only goes to about 3000 rpms. I've replaced the gas, fuel filter and rebuilt the carb and I still have the same problem. It idles fairly rough too.<br /><br />I've tried squeezing the primer ball while running and pressing the choke but neither have an effect so I don't think it's the fuel pump or the filter. Could air be getting in the line or could the carberator still be dirty? <br /><br />Thanks, Val.

check the vent on your tank

I wish it were that easy. The vent is open.
