2000 15hp evinrude 4stroke missing choke

So I recently bought a 2000 evinrude 15hp 4 stroke long shaft electric start and pull start. I believe the person had this motor hooked up to be ran from a steering wheel as the kill switch teather wires are cut and they had the fuel line hard plumbed to the pump. It needed a carb clean to make it run so I did that, got it running pretty well but after looking around I found this motor has no choke. There's no lever, no linkage, I see no where to hook one up? Anyone have any clue what I'm missing? I plan on hooking the kill switch back up as there's no way to turn it off currently and I may eventually hook up the electric start but I feel like I'm missing some things, I havnt had the boat out on the water yet just running in the driveway with muffs

Look for the gadget with the red lever.---That is the electric primer VALVE and a far better set-up than choke flapper !
