200 Yamaha 2 stroke head question

I was cleaning my water jackets on my motor head and came across this hole on the bottom of the water jacket below the head. This is the starboard side which was running hotter than normal. Can anyone tell me what this is, is this a whole and should it be there? I guess I am losing cooling water out of this hole which is the reason it is running hot. Has anyone had this issue and what can be done about it? Thanks for any help!

I think it is another example of poor quality material used in some motors,----Does the hole allow water to exit the block.----Have seen more than 1 example of corrosion like that on that brand of motor !!

An aluminum plate / piece 1/16" thick to cover that surface.----Put it in place with JB weld.-----Or look into a product called ---lumiweld----An aluminum brazing rod.----Used that stuff myself to do aluminum repair.
