I hear this a lot on vro motors that are several years old.Sounds like the engine is starting up in an oil rich condition. There are a few things can can cause this,Seal leaking between oil and fuel portion of the vro pump, restricted vent on oil reservoir,air/fuel leak on fuel line between tank and inlet of vro pump.

Yes - you should do a De-Carb. Likely you have a carbon build up and a de-carb is in order. Find it here under FAQ. It's like cleaning your grill, then cooking the next day. Less smoke ! Get 2 cans of spray. Soak and soak.
Read Dhadleys de-carb FAQ.
