200 HPDI Power tilt problem

I have a 2001 Yamaha 200 HPDI. The power tilt will not stay in the raised position. Sometimes I can raise it and it will stay in that position all day, but as soon as I rock the motor up and down it starts to drop. I've had a mechanic work on it 3 different times. He's replaced all the seals and the last time he replaced the ram. It's got plenty of fluid and I've bled it out numerous times. Does anyone have any ideas? Thanks.

Did the Manuel relief valve get checked?

I mentioned that to the mechanic but he said he didn't think that was the problem. If you think that could be it, I will replace it myself. Because it holds position until I rock the motor up and down, I was wondering if it might be a check valve.
