20 hp mercury 1971 tiller handle doesnt twist to start when shift lever in neutral!!!

On front bracket label on my 1971 mercury model 200 starting instruction.
-Says to put shift lever in neutral
-twist handle to start and start motor.

Issue #1
- tiller handle will not twist to start when the shift lever is in neutral.

Issue #2

- tiller handle will twist to start only when shift lever in forward or reverse and motor will start no problem at all with going in reverse /neutral / forward.!

*** cam in foot is well aligned because I set cam in neutral and shift lever in neutral when install foot
