More than likely a check valve in the pump is not working properly

If you can squeeze the primer bulb and it gets firm, the float and inlet needle and seat are working as they should. As Laddies pointed out, simply looking at the pump doesn't prove its working or not. Put on a new one or rebuild the existing pump. A pin hole in a diaphram is all it takes to render a fuel pump useless.
