20 amp fuse keeps blowing

1987 mariner 30 blows inline 20 amp fuse in engine immediately. will start when new fuse installed but turn off engine and wont restart due to blown fuse. can anything in the wiring/ground from ignition switch be causing this? can ignition switch itself cause this? i'm perplexed!

Had the same problem. Found the wire on the barrel connector was loose on one end allowing an arc to ground. Replaced the barrel connector...problem gone.
