2 stroke vs 4 stroke in California

Quick question for the group here. I have the chance to get a 1995 Trophy 19' or so footer cheap because the guy lives near Tahoe and can't use his Merc 2 stroke there anymore. He used this excuse to get his wife to agree to buying a new boat! My question here is how many lakes do any of you guys know of that the 2 strokes are banned? Also, is there any way to replace just the powerhead and convert a 2 stroke type outboard over to 4 stroke? I need to give him an answer ASAP if I want the thing but this would be my first boat so I know just about squat at this point...except not to buy Suzuki motors, saw a long thread here about that! Thanks for any suggestions you might have.

I've read that there was a proposal two years ago to ban carbureted two-stokes from lakes in your region, but I also read that it was withdrawn.<br /><br />In any event, the Lake Tahoe authorities just bought new two-stroke Evinrudes Ficht engines for their own fleet. The issue is with pollution levels of old-design non-DFI two-strokes.<br /><br />The 4-stroke powerhead adaptation sounds like far more trouble than it's worth. Outboards are usually designed from the ground up for exactly that powerhead.
