2 hp evinrude - sparking

I rebuilt the ignition and carb of a 1975 2hp and have a few questions:

1. when I pulled the starter rope, I noticed a small spark jump from between or out form under the starter cover and the speed control lever in the front. Motor started fine after a few pulls, but I thought that the spark was strange. Is this normal?

2. High speed needle seems to have a small droplet type leak, even though I replaced the two packing washers and tightend the nut. Any suggestions?

You should not have any sparking from under the flywheel, did you replace the earth wire from the magneto plate to the engine block.

Try nipping the lock nut up on the high speed needle in a couple of days, I have found that the packing seals take a short while to "bed in"

I didn't change or check the wire, but will do so. Thanks for your suggestions
