2 evinrude outboard queries

Engine is an evinrude 150hp outboard engine - sorry, dont have model to hand but can find out if it's needed.

first problem is that the engine stalls when pulled into neutral. this is becoming very frustrating when docking as the extra time needed to restart the engine as the dock approaches could result in a big bump! the engine is serviced each year, and the mechanic has been unable to solve the problem.

second problem is that this past weekend one of my boat partners noticed the throttle lever was sticking/had more resistance than normal. Is there anyway to lubricate the lever, and how would i go about doing it?

There is a product for lubricating cables such as a throttle cable but I can't be sure of the name of it. (I think it's just called "Cable Fluid"). It's simply penetrating oil in a spray can. Unless the cable covering is torn someplace, it's probably corroded within a foot of the motor or a within a foot from the control box. That could be one of the reasons the motor is stalling on you.
