2.5L RPM and Prop

I have a 1982 Imperial v182 (18') with a 19 prop. With 2 people in the boat, I can reach a max rpm of 3900. With 3 adults in the boat, and two teenagers on a tube, I could only manage 3000 at full throttle. Obviously, I need to go to a prop without so much angle. I don't want to spend a fortune on props, so I need a little advice as I'm new to boating. The boat didn't have a prop on it when I purchased it, and what I have is a mercury that the dealer said I needed. Do you all think a 17 would be better? Or should I go with less than that? 15? etc.? Thanks in advance!

What was the speed at 3900?
You need to make up about 700 rpm. You can gain "about" 200 rpm per inch.
I would suggest a Solas Amita 4 blade.in a 15" The 4 blade will improve hole shot and low to mid range performance. Before a prop change you should check that the throttle opens all the way.
Be sure the motor is in excellent tune and the timing is advancing as it should.
Bottom of the boat clean and smooth.

The speedometer is not functioning properly. I keep meaning to take my gps out with me to find that out, but keep forgetting! We are going to Summersville lake tomorrow and I'll try to find this out. The boat gets up on plane before the needle leaves 10mph..., that is what I'm basing my assumption that the speedo is not working right. I have verified that the throttle is opening all the way.
