2.3 Nissan Throttle keeps lowering after i full throtle it

Im not sure what the problem is but as i go over 1/4 of the throttle the lever starts to lower after i put it into a speed i want. As i put it all the way up it will stay there for about half an second and drop down to half throttle. ANY IDEAS???

The throttle arm needs to be bent over a little.
