2.2 hp to 3.5 by changing carburetor?

I acquired a 2.2 hp Mercury/Tohatsu/Nissan. Got it running well now. I searched here and found that as I suspected the carburetors are basically the same 2.2 to 3.5 models.

The 2.2 is just a little light in hp to push my J/22 sailboat.

My questions.
Will changing to a 3.5 hp carb be all that is needed to increase the hp?

Any likely sources for a used 3.5 hp carb in the Buffalo, NY area? I've been watching Craigslist with no success.

I think on the old merc/tohatsu 2-strokes, there was just a restrictor plate in the carb that could be removed to bump it from a 2.5/2.2 to a 3.5hp. I'm sure one of the tohatsu experts that frequent this site could confirm/deny that though.

If you are in the proper serial number range, a carb swap will work. Yes, our shop is in the Black Rock area of Buffalo, NY.
