2.2 carburator leaking fuel

I tried unsuccessfully to start my 2.2 HP Mercury (mid-late 1980s), using fresh 50-1 fuel. It had not been run for about 4 years. Got only one burp. When the stop-valve from the fuel tank is open, fuel in quantity comes out of the little carburetor, I think from the seam between the top and bottom of the metal body. Screws are tight. Throttle lever runs the rod up and down. Help will be appreciated.
