1999 Volvo 4.3l not generating RPM/Speed

Hey guys...this is my situation. I had to replace my engine this year because of poor winterization on my part. New engine,4.3l is in however I cannot generate the same rpm and speed of previous engine. Right now I can only get a little over 3500 rpm, and max speed is right at 40mph. Also, hard to get on plane when pulling 2 people on tube, with 2 people on the boat. Every once in a while it will stall in idle position. I did put a new fuel filter on this season. But with the engine swap out, there is something holding back some power/rpm. Can anyone suggest where to start? I know it is not bad fuel, and was thinking possibly throttle cable, carb adjustment,or fuel line block.

What is the FULL model number of the engine? Need all those letters after the 4.3G.

I bought the engine on the internet. Receipt shows 4.3 vortec marine base engine. Below I copy and pasted the original description of the engine when I bought.

BRAND NEW VORTEC BASE ENGINE.4.3L/262 C.I .WILL REPOWER ALL GM 4.3 BASED I/O AND INBOARD APPLICATIONS FROM 1986-2006

The original, if helps, was a 4.3GL I believe.

The numbers off the OLD engine.

thanks for your response Don. I will have to contact mechanic to see if I can pull numbers off the old engine. Owner manual and flamer arrestor cover shows 4.3gl. I cant find any additional numbers on my original receipt related to original engine. Any ideas?

The original engine would be 4.3glpefs

See why I ask for the numbers. That is the 2000 model year of engine, your 99 boat.

Have you looked to make sure the throttle is opening all the way? Lots of reasons for low WOT, here's a list.
