I have a 1999 Triton tr19 and during recent heavy rain my cover failed and my drain became plugged too allowing the boat to flood. Does anyone know whether this specific model used open or closed cell flotation foam?

Assuming you have a stern plug raise the bow at a good rake, pull the stern plug and clean the limber holes let the boat drain for a couple of weeks and air out the interior.
If your still concern weight the boat and compare factory weight taking into consideration boat equipment in the lockers and and added bolt on equipment/accessories.
Recent rain heavy rain should not be significant unless it flooded voids that don’t drain and the interior of boat is not dried out.
