1999 Merc 40hp ELPTO - No tach unless I push key to choke

Just got done rebuilding my pontoon. Everything has been rewired, including a new Sierra ignition switch.

Tach has not worked right since I got everything back up and running. While trying to set my idle in my driveway, the tach would jump around, but not stay steady. By the time I got the boat back out onto the lake, it did not work at all. However, if I tap the key to enrich, the tach will jump back up. Sometimes it will stay back up for a minute, but drop back down to zero eventually.

I've gone back through and double checked the wiring and the ignition switch appears to be wired correctly. Tach wire connection to engine harness tach lead looks good. All my connections seem solid. New wiring, so no corrosion.

My initial thought was a bad ground, but doesn't the enrich circuit send + power to the solenoid, as opposed to grounding it? How would pushing the key affect the tach?
