1999 merc 15hp stuck in forward..tiller handle slipping

motor is stuck in forward...handle slips when you try to put in neutral or reverse. Any help or suggestions will be appreciated. I think the problem is in the tiller handle (I don't know the proper name for this part but it shifts the motor into forward, rev, or neutral) Thanks.

Cnances are that you have spun the tiller shaft plastic ends and they are turning outside the shaft at one end or the other.Usually the end closest to the motor.Lift the handle up and turn the grip and watch.You should see the shaft and all parts that go with it turning at the same rate .If not you will have to change the shaft then you will have to find out why it failed. Sometimes they just give up but usually it is because the shifting mech. is binding up in the pivot point at the bottom of the powerhead just bellow the carb.
