1999 johnson 9.9 water issues

i have a 1999 johnson 9.9 i just finished replacing the impeller and housing. when i start the engine water doesnt come out of the hole under the engine cowling on the back side it comes out of a hole on the foot i also replace the thermostat. does anyone know why this would happen could there be a clog in the head itself or in one of the lines?

You may have missed the water tube when putting the lower unit back.

My other question is it looks as though there are 2 places where the water can output from the motor it comes in through the exhaust housing through a plate around the other side of the exhaust housing and through a hole to the vanes around the piston through the thermostat and out the output tube and out the exhaust. Is that normal and there is a tube that comes off the exhaust cover on the side of the motor is that just where it discharges excess water pressure when the thermostat is closed? This thing has me all confused any help would be appreciated

water should be going out threw
1. pee hole at the left hand side of lower cowling
2, threw prop, but if lower unit is submerged in water bucket, you cant see any water

so you missed water pipe to water pump
or impeler key fell out
