1999 johnson 30 hp--rev limiter question

Does anyone know if it's possible to disable the rev limiter or to adjust the timing on a '99 johnson 30 hp? I had trouble with this motor hitting the rev limiter when new and the dealership said that they made a timing adjustment on it to make it stop doing so. It never did until I bought a new stainless prop that was slightly cupped. I'd like to get a new prop and see if it would go a little faster--my dad's 25 will run off and leave it. Also, it guzzles gas and has been making smoke like an old 24:1 motor for the last 8 yrs. now when idling. Could this have been caused my a timing change? If so, how do I check it?
